The ordinary boating licence requirement

For Norwegian recreational craft under 15 metres, a person born on or after 1 January 1980 needs a boating licence or a recognised equivalent if the boat is longer than 8 metres OR its engine is more powerful than 25 hp. Either condition is sufficient.

A 9-metre boat with a 20 hp engine therefore meets the length condition. A 6-metre boat with a 30 hp engine meets the power condition. The exemption for people born before 1980 concerns this ordinary licence requirement; it does not remove other safety, age or qualification rules.

Exam age and operating age are different

You can sit the exam from age 14, while the boating licence can be issued from age 16. Passing at 14 or 15 does not give you the operating rights of a 16-year-old.

For ordinary recreational boating below age 16, the boat must be no longer than 8 metres and the engine no more powerful than 10 hp. The engine restriction still applies even after an early exam pass. Check the actual boat and engine, not just the result on your exam record.

Larger boats and high speeds require a separate check

The ordinary boating licence covers recreational craft under 15 metres. Do not treat exactly 15 metres as being within that limit. Larger craft fall under other qualification requirements.

A recreational craft capable of reaching 50 knots or more triggers the separate high-speed certificate requirement. It is the boat's capability that matters, not merely the speed you intend to use on a particular trip.

Foreign licences and use outside Norway

Before paying for another exam, check whether an existing foreign qualification is recognised for the boat you intend to operate. Recognition depends on the document and the applicable rules; an English translation alone does not settle the question. The Norwegian Maritime Authority can clarify an individual case.

Likewise, a Norwegian boating licence is not automatically an International Certificate of Competence (ICC). Check the destination country's rules and any rental company's requirements before planning a trip abroad.

Frequently asked questions

Do both the length and engine limits have to be exceeded?

No. For someone born on or after 1 January 1980, either a length over 8 metres or engine power over 25 hp triggers the ordinary licence requirement within the under-15-metre category.

Does passing at 14 let me use a 20 hp boat?

No. Passing the theory exam early does not remove the operating-age restriction for engines over 10 hp.

Can I assume my foreign licence is valid in Norway?

Check the applicable recognition rules and the rights stated on your document. Ask the Norwegian Maritime Authority if the answer is unclear for your situation.
